According to a report from China Water Transport Network,the General Administration of Customs of China announced on the 18th that seven customs in the middle and upper reaches of the Yangtze River will join the regional customs integration of the Yangtze River Economic Belt on December 1st,marking the"12 customs as one"in the entire Yangtze River basin,covering nearly half of the national customs business volume.
After the implementation of regional customs integration reform,enterprises can independently choose to handle declaration,taxation,and inspection and release procedures at the customs of the registered place of the operating unit,the actual import and export of goods,or its directly affiliated customs centralized declaration points,achieving"multiple customs like one customs".At the same time,the restrictions on customs declaration enterprises engaging in customs declaration services across different regions will be lifted,and customs declaration enterprises will be allowed to register in one place and declare in multiple places.
Zhang Guangzhi,spokesperson for the General Administration of Customs,stated that the change from 5 customs to 12 customs is not simply a combination of numbers."We hope that the dividends of reform will be more unleashed and more effective,"he said.
On September 22nd,the integration reform of customs clearance in the Yangtze River Economic Belt was first launched in five customs in the Yangtze River Delta region.As of October 30th,the five customs in the Yangtze River Delta have received a total of 3.544 million declaration forms through the regional customs integration operation platform.
Zhang Guangzhi said that this reform is not a single reform of the customs.The General Administration of Customs has requested relevant customs to actively seek support from relevant departments."The strength of one more unit means the support of one more unit,and the cooperation of one more unit means the effectiveness.".
