Six departments in China are concentrating on rectifying port and dock services and fees

The National Development and Reform Commission,the Ministry of Finance,the Ministry of Transport,the Ministry of Commerce,the General Administration of Customs,and the General Administration of Quality Supervision,Inspection,and Quarantine recently jointly issued a notice to concentrate on rectifying and standardizing the special work of operating services and fees in the import and export process.The key areas for rectification include port terminal services,port inspection and inspection,and import and export management platform services.
The notice points out that the scope of rectification and standardization work includes departments and units such as customs,entry-exit inspection and quarantine,port terminals,ports,as well as related operating enterprises,commercial associations,and other directly related operational services and fees related to the import and export process.The key areas include port terminal services,port inspection and inspection,and import and export management platform services.
The notice clearly states that the task of rectifying and standardizing work is to standardize the operation and service behavior in the import and export process,cancel pre administrative approval service projects in the import and export process without legal and regulatory basis,and lawfully govern monopolistic operations,forced services,and forced fees through administrative power;Key governance measures will be taken to address related charging behaviors,including disclosing administrative approval pre service or mandatory service items related to charging,and introducing a competitive mechanism to regulate prices through the market;Standardize fee pricing management,include relevant services that require government pricing and government guidance pricing in the government pricing catalog management,strictly assess service costs,and set service prices;Implement the national policy of reducing or exempting administrative fees;Establish and improve systems such as a directory of import and export fees,regular monitoring and analysis,and third-party evaluation of fee policies,and promote transparent,institutionalized,and scientific fee management.
The notice requires the relevant industry regulatory departments of the State Council and the price and finance departments of various provinces,autonomous regions,and municipalities directly under the central government to establish a directory system for import and export fees based on rectification and standardization.The directory list should be published to the public through government websites and public media in different departments and regions,and widely accepted for social supervision;Establish stable monitoring channels and regular monitoring and analysis systems,timely analyze the total amount and structural changes of relevant fees,and provide services for scientific decision-making by the government and industry;Promote the establishment and implementation of a third-party evaluation system for charging policies,and adjust charging policies in a timely manner based on the evaluation results to improve the effectiveness and targeting of charging policies.We need to strengthen public opinion and social supervision,and publicly expose serious illegal and irregular behaviors discovered in the rectification and standardization work.
